For the project “Further Training as a Part of Lifelong Learning” (WeLL) the employees of few establishments participating in the IAB Establishment Panel were interviewed by telephone about their further training activities. This survey is designed as a longitudinal survey with four survey waves conducted in 2007, 2008, 2009 and 2010. The first wave of the panel “WeLL” was conducted by the Institute for Applied Social Sciences (infas) between autumn 2007 and January 2008. For this some 6400 employees from 149 establishments were interviewed.
The survey design is a two-step sample for which first a sample of establishments was drawn which was stratified according to the criteria of establishment size, sector, location, further training activities and investment activities. In the second step the respondents were drawn from the total of employees in these establishments. Owing to this specific survey design the sample is not representative of German establishments and employees but is specifically designed for analysing in-firm further training activities.

As part of the project “Further Training as a Part of Lifelong Learning” (WeLL) an extensive innovative dataset is being established which contains information about further vocational training from employers and employees. In a first step the FDZ makes available a scientific use file for external users. This dataset contains the data from the employee survey supplemented by some establishment information.
In this survey the further training activities and the employment biographies of the respondents from the beginning of 2006 up until the time when the survey was conducted were recorded in detail. In addition, socio-demographic characteristics and information about income, household, job satisfaction and expectations regarding the future were collected.

Information on the different versions of the WeLL data

WeLL data are available in two different Versions:

  • WeLL survey data (WeLL). Please find more detailed information on the dataset in the outline (pdf).
  • WeLL survey data linked to administrative data of the IAB (WeLL-ADIAB). An overview of the WeLL-ADIAB dataset can be found in the outline (pdf).

WeLL-ADIAB makes it possible to analyze survey and administrative data for the WeLL respondents simultaneously. The linked administrative data set contains both variables with individual characteristics and characteristics of the establishments the respondents work at. The administrative data cover the years 1975-2010. Thus, episodes which started or ended after the actual interview are included as well. Furthermore information from the IAB Establishment Panel can be linked to the sampled establishments in WeLL.

Test Data of the WeLL-ADIAB

Usually test data are available in order to allow for the preparation of programs to facilitate remote data access as well as on-site use. But there are currently no test data available for WeLL-ADIAB. We recommend users to apply for the scientific use file WeLL in order to prepare the analysis of the survey data.

Furthermore we recommend users to make use of the test data for the Sample of Integrated Labour Market Biographies (SIAB) in order to prepare the analysis of the administrative data. Although these data are based on a different sample, they contain the same variables.
